Football NSW Official Release: Declaration of Leagues 2013

The new application process was introduced following the recent FNSW Competition Review and incorporated the outcomes of that review for the various Leagues.
With the initial focus and emphasis of the FNSW Competitions Review being on the Men?s and boy?s environment, in the case of Women?s football, a full review of the structures and competitions will be undertaken in early 2013 following the current FFA National Women?s Football Review.
The outcome of these reviews will be incorporated more fully into the 2014 season. The principles, process and guidelines undertaken for the review of the Men?s? application were followed as applicable in relation to the Women?s competitions.
The FNSW Board and Management are extremely grateful to all the Clubs for the time and effort they made with their applications for the various leagues and the review process has provided us with a far more detailed understanding of the state of the clubs seeking inclusion in these competitions.
While this process involved using a panel of subject matter experts and independent consultants, the assessment included;
1.         Complete review of facilities nominated by applicant clubs against the documentation provided in the written application;
2.         Application of a system to provide equitable benchmarking and objective comparison between applications. The system was based on failing to meet, meeting or exceeding key objectives of the application documents;
3.         Evaluation of each Club?s 2012 football performance. This mechanism built the existing principles of promotion and relegation into the assessment process; and
4.         FNSW engaging a probity auditor who oversaw the entire application process to ensure integrity and honesty was maintained at all times.
As we look to implement the new structures for our Men?s competition and continue the review of the Women?s football, FNSW is eager to work with the Clubs to improve on areas highlighted as requiring attention and we look to ensure that across the areas of facilities, governance, finance and importantly our football programs we are able to strengthen all the clubs participating in our competitions.
FNSW is presently reviewing the applications to conduct Skills Acquisition Program (SAP) and these will be communicated as previously advised in the week commencing October 29th.
The Board of Directors have determined that the Elite Leagues referred to in the 2013 Competition Application Documents shall be known as Premier League 1 (referred to as Elite 1) and Premier League 2 (referred to as Elite 2).

At the completion of the 2013 Season we expect those clubs to have substantially progressed the facility upgrade as contained in their application document. Failure to do so may result in Football NSW removing the club from its competitions.
?           FNSW will work with all parties during any facility upgrades to ensure the integrity of the Competition is maintained
?           Association grassroots competitions will cease use of the name Premier in their Leagues. Football NSW will work with all associations to determine an agreed consistent nomenclature which is clearly distinguished from Premier League and State League competitions.
