Referees Review Terms of Reference

Recent research has highlighted some of the key issues for the declineof referee?s are ?organisational issues? and ?support issues?. These are two areas Football NSW and the various referee bodies aim to ensure we retain and grow the number and quality of referees in NSW.
The Terms of Reference established aim to review the existing structure and make recommendations in relation to the development, structure and administration of Football NSW referees. Some of the key aspects of the Terms of Reference are:

  1. To review the role of the FNSW Referees Technical Committee (RTC) and to evaluate the selection process of the RTC.
  2. To review the role of the Referees Standing Committee ? e.g. to provide advice, policy and revisit the Terms of Reference for the Standing Committee.
  3. To review and clarify the role of Local Referee Branches.
  4. To review and make recommendations of the duties and the roles that come under the auspices of the FNSW Referees Department
  5. Review Referee Strategic Plan and also implement the operation plan.
  6. The role of the Elite Development Panel (EDP).
  7. Referee Panels ? to examine and review of creating referee panels to evaluate and make recommendations in the development of on referees.  
  8. To review the appointments of referees to officiate Senior State League fixtures from local Branches.
  9. To review and recommend strategies for the recruitment, development and retention
    • Referees
    • Futsal referees.
    • Referee assessors.
  10. To examine and recommend the selection processes and criteria that will be implemented for the appointment of referees to all games that come under the auspices of FNSW including Senior and Junior State League matches (Male and Female) and Futsal.

Whilst the Terms of Reference provide focus for the Review Panel, discussions will not be limited to these topics and may incorporate other areas concerning referees raised by the football community. 
Outcomes of the FNSW Referees Review will be consistent with and operate within the National Policy established by newly appointed FFA Director of Referees Mark Shield.
The Review Panel will be Co-Chaired by Football NSW Directors Steve Hayes and Janette Jones.
Football NSW has established guidelines which aid in not only seeking the broadest input into the future of Football NSW Referees but allow the organisation to keep the wider football community abreast of the discussions through the review process.

  1. Call for written submissions from the football community
    • Written submissions should be in response to the ten (10) Terms of Reference
    • All submissions must be received by Football NSW by no later than COB Friday 27th January, 2012
  2. All submissions will be summarised and reviewed by Football NSW staff
  3. Referees Review Panel meets to review the submissions
  4. A consultative review process with two ?Town Hall? meetings with the football community where an update on the review process and further input will be sought.
  5. The various Referees Branches will also be consulted through the process
  6. Presentations and outcomes finalised will be made available through the Football NSW website and via web blog.


The review process will be completed by the end of June 2012 with recommendations presented to the Board of Football NSW for approval in August 2012 with ample time for implementation into the 2013 season.
