Competitions Review Terms of Reference

The Football NSW Competition Review aims to establish a collaborative, transparent and inclusive forum whereby the football community can contribute to the future of the structures for competitions staged in NSW.
The Review will cover the existing State Leagues, Women?s, Metropolitan competitions, the various Cups and knockout tournaments and events held by FNSW and the various State titles and their link to National Competitions, in particular focusing on:

  1. The long term viability of State League competitions at all levels ? What is the correct number of State League competitions to be co-ordinated by FNSW and the number of teams in each league
  2. Promotion and relegation from one League to another
  3. Problems faced by any newly promoted club, especially into Premier League, being able to hold its place (i.e. not be relegated after its first year) while it adjusts to its new status.
  4. Facilities and venues ? Standard of venues will be established from the FFA NCR guidelines.  Is there a way of rationalising the use of venues/grounds between various clubs?
  5. What competition structure in elite player development best supports the current FFA National Curriculum? Competition structures must support and consistent with the National Pathways into Elite football and the A-League environment.
  6. The accreditation of Clubs by Football NSW to ensure FFA elite development pathways, structures and policies are implemented.
  7. Should the Youth League competitions be linked/connected with the results/operations of the Senior Men?s Teams or independent?
  8. The 4-YL clubs-per Association area rule and the spread of Youth League across the Sydney metropolitan region and beyond
  9. The issue of the 3-Premier League-clubs per region rule, with the possibility of a 4th, and the existing regions themselves ? should boundaries be redrawn or the number of regions increased/reduced/abolished?
  10. The role of Club based academies in the ongoing development of players
  11. A review of player registration and academy fees
  12. The structure and environment of all current Association Competitions ? including Skill Acquisition League, Frank Broughton Cup, Centenary Cup, Cheryl Salisbury Cup, Champion of Champions and State Cups.


Whilst the Terms of Reference provide focus for the Review Panel, discussions will not be limited to these topics and may incorporate other areas of current Football NSW competitions raised by the football community. 
Outcomes of the FNSW Competition will be consistent with and operate within the guidelines and directives established from the FFA National Competitions Review.
The Review Panel will be Co-Chaired by Football NSW Vice Chairman Greg O?Rourke and Football NSW Director Simon Phillips.
Football NSW has established guidelines which aid in not only seeking the broadest input into the future of Football NSW competitions but allow the organisation to keep the wider football community abreast of the discussions through the review process. 

  1. Call for written submissions from the football community
    • Written submissions should be in response to the twelve (12) Terms of Reference
    • Submissions must be emailed to compreview@footballnsw.com.au (WORD file only)
    •  All submissions must be received by Football NSW by no later than COB Friday 20th January, 2012
  2. All submissions will be summarised and reviewed by Football NSW staff
  3.  Competitions Review Panel meets to review the submissions
  4. A consultative review process with two ?Town Hall? meetings with the football community where an update on the review process and further input will be sought.
  5. The various State League standing committees will also be consulted through the process
  6. Presentations and outcomes finalised will be made available through the Football NSW website and via web blog.


The review process will be completed by the end of May 2012 with recommendations presented to the Board of Football NSW for approval by June 2012 with ample time for implementation into the 2013 season.
